How to Catch Shiny Pokemon
First, go to Gastly and make sure autosave is disabled. Then save the game while you’re near the outbreak or at camp. If you save the game while in the camp, there is a chance to hear a shiny on the way while flying towards the outbreak.
When you see pokemon coming out of the outbreak, land somewhere and use a smoke bomb to conceal yourself after landing. Then go ahead and throw something like an Ultra Ball or Jet Ball to catch each pokemon until the shiny appear. If you catch them all and none of them are shiny, you can simply restart the game.
After restarting the game, you need to return to the Jubilife Village and then go back to the outbreak. If you can’t see the outbreak on your map, simply restart the game again and again until the Gastly outbreak appears.
When you come back to camp again, save the game and repeat the whole process. Fly to where those Gastlies are and catch every one of them again. If none of the Gastlies are shiny, restart the game and then go back to the Jubilife Village. You need to repeat this process until you finally catch a shiny that’s in the outbreak.
